building codes allow a residential home to have a maximum of two roofs, while
some allow only one. However, Portland,
which a few years back reduced its number from three to two, recently changed
again and will allow up to three layers of residential roofing.

though, experienced roofing contractors in the Portland area use the rule one and out. This allows  the roofing contractor the ability to inspect
the homes decking and make any necessary repairs so that the new roof will not
be adversely affected by decking issues. Also, the roofing system tends to last
considerably longer when it is a single layer.
